In this outline, Howard Zehr presents multiple questions about critical issues within the restorative justice process. He questions principles and concepts on restorative justice, including the need for an agreed upon definition and specification of who exactly defines the common principles and values of restorative justice. Zehr also questions issues involving victims and offenders, such as the extent restorative justice should remain victim-focused and the place of punishment for offenders within the process. Other issues addressed involve the place and role of the community and the state, whether or not restorative justice adequately addresses human rights, and many other various issues.
