Caroline Holden, manager of crime and justice policy for the Ministry, suggests that a framework be established to ensure that justice programs, including restorative justice, are abiding by the best possible operations. This framework would help professionals make appropriate referrals, establish clear roles in restorative justice processes, and provide funding guidance. The Ministry will work with a variety of agencies, officials, and lawyers to ensure that the framework is “meaningful and effective.”
