Reparation by the offender to the victim has been made a significant part of the justice system in England. Ann Tighe maintains, however, that the Home Office has issued confusing directives about the place of victim involvement and mediation in the reparation order. She asserts that victim involvement and mediation are central to reparation; victim-offender mediation should be the starting point for, not merely a part of, any reparative activity. In this framework Tighe explores some of the challenges faced by service providers in implementing the reparation order under the Crime and Disorder Act 1998.
