Marc Forget begins this paper with the observation that the ideal of personal liberation or transformation – for both victims and offenders – is at the heart of restorative justice. However, a framework has not been developed and applied to evaluate how well individual programs are achieving this goal of transformation. Hence, Forget focuses in this paper on restorative justice’s potential for individual and social transformation. His aim is to explore the need for an entirely new evaluation framework and to sketch what this framework might look like (criteria and methods).
