According to Donald Evans, the development of restorative approaches to the management of offending behavior in Canada started with the introduction of victim-offender reconciliation programs and has expanded to sentencing circles and circles of support for released offenders. The major impetus for these approaches came from three main sources: the Mennonite Central Committee; the Church Council on Justice and Corrections; and Aboriginal communities. In this context Evans describes the main principles of restorative approaches in use in Canada, programs currently in operation, and three problematic areas facing restorative efforts.
