On March 15, 2001, the Council of the European Union adopted a Framework Decision on the standing of victims in criminal proceedings. As Vicky De Souter states, although victims’ rights and protection of victims are not new subjects in the European agenda, this framework is an important step forward for the victims’ movement in Europe. De Souter goes on to specify why this is an important step, identify major themes in the framework, and detail the article in the framework that deals with mediation.
