Many victims still seem to feel that the system has not really ‘heard’ them and that offenders have not been made to ‘take responsibility’ for their crimes. It’s as if there is a disconnect somewhere between victims’ perceptions of justice and what the courts ultimately accomplish. I write this paper to promote discussion about the nature of that disconnect and how it might be remedied. (excerpt)
