The first Community Justice Panel for adult offenders was set
up in Chard (Avon and Somerset) in 2005.This innovative model, using community volunteers, delivers Restorative Justice in cases of anti-social behaviour and low-level crime diverted by the police. In structure the panel is similar to a Youth Offending Panel for delivering Referral Orders in Youth Justice.Key stakeholders include local Councils, Housing Associations, Police, Residents Associations and Chambers of Commerce. Confidence in criminal justice
within the area has improved significantly since the Panel was established and there are early signs of success. (excerpt)
