Diversion and Rehabilitation: A New Approach to Youth Justice

This report briefly sketches the two main approaches to juvenile justice: one based on corrective punishment and one based on rehabilitative welfare programs. It goes on to describe the diversion program set up in Ireland in the spirit of the latter approach and its results.
