Simon Green argues that there is a need to develop a common language. Without a clear epistemology which provides a restorative interpretation of key terms and concepts restorative justice will always be vulnerable to the imposition of
alternative values and agendas. It is crucial that researchers are able to inform the development of policy with both theoretical and empirical information and that policy-makers articulate the wider social, economic and political constraints that need to be accommodated within a restorative model.
