The aim of the Restorative
Disposals was to provide staff
and communities with decisionmaking
opportunities based on
ethical values and local policing
needs, rather than mandated
national processes. This was
about giving victims in Devon
and Cornwall an opportunity tobe heard. In relation to young
people it was about a
proportionate response to their
offending behaviour – the first
