Who takes ownership of a restorative justice programme?

Truly restorative practices must adhere to the principles of
restorative processes first published by the Restorative
Justice Consortium in December 2004. They must also seek
to include, with their informed consent (not forced), all
those involved in, or affected by, conflict or behaviour that
causes harm. The needs of everyone are considered equally
in the process that adopts an inclusive, non-judgemental
approach to enable those involved in, or affected by, to
negotiate an outcome that is realistic and acceptable to
