If we really want RJ not only to gain social acceptance and support, but also to become a tool to “reinvent” social capital and local, practical knowledge in local communities — to let volunteers /lay persons be the mediators and facilitators in the RJ process can be one important element to help such a development forward. Also — to succeed — attention must be paid to how the RJ services are organised. To be visible and easily accessible in the local community, they should be decentralised. (excerpt)
