If you were to stop a hundred people in the street ask them what Restorative Justice means I suspect you would not get a very clear answer. It does not sound very snappy (not like ‘Law and Order’, or ‘Tough on Crime’) and the main dictionary use does not even cite a meaning of resolving conflict or making amends.
Perhaps for that reason, restorative justice seems to have been more talked about than actually delivered. It is true that the Youth Justice Board has committed itself to “placing restorative justice at the heart of the youth justice system”, and that restorative principles are apparent in many aspects of youth justice both before and after a conviction in the courts. however, in the adult system the restorative approach has made only limited progress.
