The success of the family group conference
(FGC) in New Zealand is well documented, as
is its role in reducing both the incarceration of
young people and the subsequent costs incurred
by courts throughout the country (Becroft,
2009). Since the inception of FGCs following the
enactment of the 1989 Children, Young Persons
and Their Families Act, agencies have experienced
collaborative working relationships that are
focused on the needs of young persons. FGCs
have provided social workers, youth workers,
and the police a wealth of empirical information
and unique insights regarding young people,
their need to belong, offending patterns and
behavior, and their connections to gang culture.
This understanding has facilitated a new way of
