“If a community is given the chance to deal with its own issues it can develop more cohesion, it can make the victim feel like they have been heard and that the perpetrator has said sorry in a way that gives them closure.
“It also gives the perpetrator a moral conscience and helps get them out of a cycle of behaviour before it goes too far.â€
….The panel members will listen to the victim and the person who committed the crime before deciding what punishment to hand out.
Punishments could include litter picking or cleaning up graffiti – and anyone refusing will be hauled before the courts.
