Here Lorraine Atkinson, a policy office with the Howard League, profiles Peter Clarke, Wales’s first children’s rights commissioner, and the work he does. Clarke was appointed as first independent children’s rights commissioner for Wales in May 2001. His mandate is broad, covering the welfare of children in virtually all contexts in Welsh society. Of particular note in this article is Clarke’s work on behalf of Welsh children and young people in relation to the juvenile justice system, especially as there are currently no custodial institutions in Wales for children and young people, and so they are currently placed in juvenile units in England.
