identified as mediating
institutions by those considering
ways of reducing youth
offending. There is also a
growing feeling that Restorative
Justice interventions might
improve school culture and
climate, leading to less violence
and improved educational
outcomes. But how far do
schools shape, or reflect, the
society in which they are
embedded and to what extent
are they amenable to change
