A growing awareness of the needs of victims of crime has led in recent years to a growing stress on the possibilities of mediation or reparation schemes dealing jointly with victims and offenders. This report describes the different objectives of different mediation or reparation schemes in England and how these tend too change over time. It provides the fullest picture available to date on the range of initiatives in progress in England. The report discusses the relationship between victim-offender mediation and the criminal justice system and describes the difficulties inherent in the attempt to incorporate reparative concepts of justice into the existing system.
