Responding to intense pressures on capacities in the criminal justice system, Alaska initiated a Sentencing Commission to study the problems and propose solutions. The Sentencing Commission recommended more extensive use of alternative punishments to accomplish various goals: rehabilitate the offender; hold the offender accountable; recompense the victim; and relieve overcrowding in the corrections system. In this context, Carns reports on a seminar held by the Alaska Judicial Council on alternatives to incarceration: types of alternatives recommended by the Alaska Attorney General; barriers to using alternatives; and the potential effects of alternatives to incarceration.
