McGarry and Adams point to the connection between policy decisions and overburdening of the criminal justice system. Crowding is not simply a question of the number of prisoners in relation to available capacity in prisons. It involves the capacity of the entire criminal justice system – for example, prosecutorial resources and parole resources. Effective reduction in crowding must be systemic; it will require coordinated and comprehensive policy changes. With all of this in mind, the authors examine factors that should be considered for systemic efforts to address corrections crowding.
