Community Circles in Cottage Grove, Washington County, Minnesota, constitute a local, collaborative effort to address issues arising from crime. The purpose of Community Circles is to empower local people to participate in responding to violence and social problems, thus making their neighborhoods safer and more community-oriented. Devoting time to work with offenders and victims, members of the Circle thus hold the offender accountable to the community and provide a support system for the victim and the offender. This manual covers principles and practices for the operations of Community Circles.
