The Colorado Forum on Community and Restorative Justice exists to foster understanding and implementation of restorative community justice principles and values. Produced by the Colorado Forum, this document constitutes a practical guide to assist people and organizations in defining goals for restorative and community justice programs, and in developing evaluation tools to assess those programs. The guide deals with key questions and issues: what is program evaluation; can a program be evaluated; who does program evaluation (e.g., outside evaluation, or internal evaluation); important considerations in program evaluation (e.g., the purpose of evaluations, and identifying and collecting necessary data); and instituting continuous program evaluation.
