This paper analyses the role of civil society and how its relationship to the emerging democracy has developed, and not developed, in South Africa. It uses the Truth and Reconciliation Commission (TRC) as an example to examine how the nature and impact of civil society, and specifically non-government organisations (NGOs), has changed as the work of the TRC has matured. It traces these shifts prior to the establishment of the TRC, during its life and provides some suggestions and issues to consider after the formal demise of the TRC. (excerpt)
