This document presents the results of a year-long study of significant aspects of Minnesota’s juvenile justice system. The Advisory Task Force, convened in the fall of 1992, was directed to examine procedural and policy matters specific to juvenile delinquency. Following its study, the Task Force made a number of recommendations for significant changes in the juvenile justice system, the aim being to strengthen the system’s ability to respond to juvenile crime. At the same time, the members of the Task Force stated clearly that the ultimate solution to juvenile crime rests in strengthening families and communities, and in applying prevention and early intervention programs.
