The Collaborative Justice Project is a 2½ year demonstration project in the Judicial District of Ottawa-Carleton that began September 1, 1988. The purpose of the project is to demonstrate how a restorative approach in cases of serious crime can deliver more satisfying justice to victims, the accused, and the community. This report specifies what the project is not: it is not a diversion project; not a sentencing project; not based on keeping people out of jail; and not focused primarily on improving recidivism rates. The project works within the criminal justice system to seek a comprehensive approach beyond narrow legal issues to address a full range of needs for victims, offenders, and communities. The report presents information on cases referred to its staff, the process for dealing with a case, volunteers, evaluation, and public education.
