This document consists of a report on the second phase of a victim offender conferencing (VOC) project run by the Restorative Justice Initiative. Conducted in three districts in South Africa, the project ran for one year between late 2001 and late 2002. Nearly four hundred cases were mediated as part of the project, with referrals for conferences coming from courts, police, and community structures. Amanda Dissel surveys the cases referred to the project. She describes the nature of the cases, parties involved, and outcomes. In addition, she examines the post-mediation comments of participants, the incidence of re-offending, and the perspectives of court personnel and the project leaders.
