Given the scope thus indicated for the exercise of powers available to the youth court
in respect of robbery at the lower end of the spectrum, it is to be anticipated that the
Guideline will prompt challenge of decisions by youth courts to decline jurisdiction in
such cases. That issue provided the basis for early bids for judicial review in R (on the
application of C. and S.) v Croydon Youth Court and R (on the application of S.) v Central
Hertfordshire Youth Court [2006] EWHC 2627 (Admin).(excerpt)
