The Victim-Offender Reconciliation Program (VORP) started in Kitchener, Ontario in 1974. VORP was later replicated in Elkhart, Indiana in 1978. A directory lists 32 operating and planned VORPs. Information is provided on each program’s start-up date, primary referral sources, annual referral statistics, most common offenses addressed, staff size, annual budget, primary funding sources, number of mediators and other program characteristics.
