Herrman observes that victim-offender mediation or victim-offender reconciliation programs currently exist in a diverse and changing field. Nevertheless, she identifies a number of priorities that such programs should pursue. However, programs are not living up to their potential all too often. Hence, Herrman discusses obstacles faced by mediation or dispute resolution programs. She also proposes key values that program models should have in common despite the variety of programs developed for mediation, reconciliation, and conflict resolution.
