In November 2003 Paul Goggins, member of the Labour Party and member of Parliament, spoke at the 5th annual conference of the Restorative Justice Consortium. (A registered charity, the Restorative Justice Consortium was formed in 1997 to bring together a wide range of organizations in England with an interest in restorative justice.) Goggins commends the work of the consortium on behalf of restorative justice; refers to recent government actions that accord with restorative justice ideas and aims (e.g., in relation to victims’ rights and needs); and urges the extension of restorative justice for all kinds of offenses and into all elements of the criminal justice system.
