Similar to various other states across the country, during the 1990s Pennsylvania adopted Balanced and Restorative Justice (BARJ) as a juvenile justice operating philosophy. This approach emphasizes increasing offender accountability, community safety, and victim involvement in juvenile case processing, while also building offender competencies. Using survey and interview data, this study will assess perceptions of BARJ implementation and effectiveness among juvenile court judges, prosecutors, public defenders, and probation officers.
