Bob Ashford is the manager of the Wiltshire Youth Offending Team. This document outlines his presentation on referral orders, the primary sentencing disposal for ten to seventeen year olds pleading guilty and convicted for the first time. In his presentation he covers the following topics: the character of restorative justice; youth offender panels and restorative justice; the nature and purposes of referral orders and youth offender panels; and pilot programs of the panels.
