The massive incarceration of African-American men impacts negatively on African-American families and undermines their communities’ informal social control mechanisms, thereby hindering community safety efforts. To repair the harm and transform African-American communities, a case is hereby made for the empowerment of African-American communities through restorative justice. Author’s abstract.
