Seeking to maximize the reimbursement of financial losses to crime victims, the Task Force worked within context of restorative justice theory and practice: balancing the needs of victims, the community and offenders. The Task Force was charged with crafting recommendations which would enhance the criminal and juvenile justice systems’ effectiveness through possible standardization of policies and protocols concerning the ordering, collection and disbursement of restitution.
