A restitution program model is developed based on analysis of 11 operating restitution programs serving adult offenders. Possible measures of results of each of these activities are identified. The rationale linking input to activities is often unclear in operating restitution programs. Program outcomes are often identified in terms of presumed beneficiaries, which may be offenders, victims, or the community, including the criminal justice system. Rigorous conceptual clarity is required by restitution programs before attempting to measure effectiveness or outcomes.
