Despite decreases in crime in the United States, criminal justice issues dominate political agendas and victimization remains a prevalent fear among the public. Ward states that any number of factors may be linked to these decreases, but only restorative justice has the capacity to accomplish both reform of the offender and healing of the victim. In view of this, recognition of the potential of restorative justice is increasing around the world. Ward sketches restorative justice developments at the United Nations, Canada, the Netherlands, New Zealand, and South Africa.
