Restorative Justice Developments in Ukraine

The Ukrainian Centre for Common Ground (UCCG) is a program of Search for Common Ground and the European Centre for Common Ground. According to Vira Zemlyanska, since 1994 the UCCG has built and strengthened individual and institutional capacity in Ukraine to deal with conflicts constructively and cooperatively. As part of this, the UCCG has launched the Restorative Justice Initiative to develop and institutionalize the movement to reform the judicial sector in Ukraine. Zemlyanska in this article provides a survey of this pilot project: its emphasis on victim-offender mediation; its five phases; the goal of the project (including key tasks); and the progress achieved in its first year 2003).
