Howley describes the work of the Peace Foundation Melanesia. The organization has developed training courses to enable local communities to respond to conflicts. In the People Skills course, people are challenged to look toward their own culture, customs, and attitudes. The goal is to see a change in attitude especially toward traditionally powerless groups (women, youth and children).
