Restorative justice: Treat the offender, not the offence – The Hamilton-Wentworth Regional Police approach to youth violence

This article presents an overview of the philosophy and operations of the Hamilton-Wentworth Regional Police (HWRP) Strategic Offenders Program (“STOPâ€?). Targeted at youth who are at high-risk to re-offend, the program aims to prevent re-offending and to safeguard the community. STOP is actually the enforcement component of the holistic approach of the HWRP to treat the offender, not the offense. In this holistic approach, and in conjunction with families and with other community structures and agencies, the HWRP’s efforts at prevention and education are essential partners to their enforcement actions.
