e paper that follows is based upon that presented to the Prison Fellowship’s “Beyond
Retribution” conference in May. However, it has been extensively revised and updated, to reflect
refinements in our thinking, and the rapid progression of this policy project. In the intervening
few months, we have completed and published our report, obtained Cabinet approvals to proceed
with its recommendations, and contributed to the drafting of the Criminal Justice Reform Bill,
which has just been introduced. (excerpt)
