In February 2000 the Woodstock Theological Center hosted a forum to consider the restorative and retributive aspects of the United States penal system, and to point toward reform of that system. This paper presents a summary of that forum. In addition to the moderator – Father Kemp – participants included a prison chaplain, legal practitioners, and representatives from research programs and nonprofit organizations. Discussion topics covered the prospects for healing the broken system, the politics of punishment, the moral component of crime, religious roots and theological questions with respect to the penal system, theological options, and the responsibilities of families, schools, and communities.
