In this paper, John DiIulio addresses not so much the question of the administration of prisons but the fundamental question about the morality of imprisonment itself. To deal with this question, he looks at characteristics of the prison population, purposes of imprisonment, practical and moral issues relevant to the pursuit of zero prison growth, and restorative justice. While he concludes that imprisonment is moral in certain circumstances, he also urges pastoral care and aid for prisoners, ex-prisoners, their families, and victims of crime.
