Fraga and Simpson propose details (program criteria, referral procedures, types of intervention, rights and responsibilities) for a pre-adjudicative, restorative, juvenile justice model to address delinquent behavior in the community. Generally, the model involves the police and social workers working in collaboration. The aim is that by doing so, the needs of the victim, the community, and the offender will all be met.
