Observing the increasing use of the terms “neighborhood supervisionâ€? and “beat probationâ€? in the field of community corrections, Dickey attempts to give them clear meaning. Basic to his purpose are two notions: (1) redefinition of the mission of community supervision (probation and parole services) is overdue and inevitable; and (2) this new mission will require a substantial reorganization of community supervision. As he outlines in this article, this new approach will focus on neighborhoods and communities instead of caseloads.
